The city of New Orleans in coordination with Jefferson, Plaquemines, and St. Bernard Parish, plan to prioritize the re-entry of residents and businesses based upon and assessment of needs following an evacuation. They have established three tiers which will be allowed back into the city through a phased re-entry. Each tier will be given a placard which will allow for their re-entry at a designated time. Business owners and individuals must apply for the placards at www.cityofno.com. This placard allows for travel throughout the four parishes.

Tier 1- Response Support: Utilities, damage recovery services, etc.

Tier 2- Recovery Support: Major businesses and those critical to support the return of the general population such as port, hotel, and resedential staff.

Tier 3-Repopulation Support: Business owners and emplyees deemed necessary           to restore economic viability.
